Manatt COE Feb 2, 2011 The four MOU's were classified as secret documents executed by the then Minister of National Security and Justice, Dr. Peter Phillips, and security agencies of the US and UK Governments. So " SECRET " was the classification that they could not be located in the Ministry of Foreign Affairs, not seen by those in the office of the Director of Public Prosecutions (DPP) and apparently not located in the Ministry of Justice - specifically in the Solicitor General's Department. There is no evidence to date that the mystery memoranda were discussed by the Cabinet or brought to the Parliament of Jamaica.
