Below is the substance of the Warrant Of Arrest signed by Georgina Fraser, Resident Magistrate for theCorporate Area, dated May 18, 2010

                                             WARRANT OF ARREST


To all and each of the Constables of the Jamaica Constabulary Force:

WHEREAS I have received from the Honourable Dorothy Lightbourne, Minister of Justice, an Authority to Proceed in the case of Christopher Michael Coke aka Michael Christopher Coke, aka Paul Christopher Scott, aka “Presi” aka “Gen- eral”, aka “President”, aka “Duddus”, aka “Shortman” who is accused of the extradition offences of (1) Conspiracy to Distribute and to Possess with the Intent to Distribute 1,000 kilograms and more of mixtures and substances containing a detectable amount of Marijuana, and 5 kilograms and more mixtures and sub- stances containing a detectable amount cocaine, (2) Conspiracy to traffic in firearms without a licence, subject of a superseding Indictment Case number S15 07 Cr. 971 (RPP) filed on February 19, 2009 in the United States District Court for the Southern District of New York, and a Warrant of Arrest S15 07 Cr. 971 (RPP) issued on 19th February, 2009 by Debra Freeman, United States Magistrate Judge of the same Court, within the jurisdiction of the United States of America.

AND WHEREAS information has been presented to me which would, in my opin- ion, authorize the issue of a Warrant for the arrest of a person accused of commit- ting a corresponding offence within my jurisdiction.

THIS IS THEREFORE to command you forthwith to arrest the said Christopher Michael Coke aka Michael Christopher Coke, aka Paul Christopher Scott, aka “Presi” aka “General”, aka “President”, aka “Duddus”, aka “Shortman” and bring him before me or some other Resident Magistrate sitting at this Court to be further dealt with according to law, for which THIS SHALL BE YOUR WARRANT:

By-Election Predisposition

Introduction A massive amount of time and resources have been devoted to the issue of the course to be properly taken once a victorious electoral candidate has been found to be "disqualified" under S. 40 of the Constitution of Jamaica. Simply put, the crux of the matter is whether the second place candidate should, without more, be accorded the seat by the court; or that the said election be deemed null and void and a by-election ordered to decide the people's representative. This matter consumed inordinate amounts of energy - judicial and otherwise - due primarily to the silence of the Constitution on what recourse should be adopted in such circumstance. A cardinal tenet of democratic government is that the people must decide their representatives and not a select grouping - no matter their qualification or status.
